Will the transfer rate of USB3 be as fast as internal SSD to Sata in laptop?

I'm buying a laptop with regular HDD.

Debating if I should use external drive or internal one.

Is there a big difference in read/write speed between usb3 and internal sata?

SSD would be wasted as an external one. Having OS on an external drive is even worse.
