Will the Witcher 3 play on these specs?

So I know what the Witcher 3's minimum requirements are but we all know that games run on different settings. For example I Can play SHadow of Mordor on my laptop so I was wondering if the Witcher 3 would work. In addition I was wondering if anyone has tested it out on similar settings. I have tried Dragon Age Inquisition but to no avail. Here are my specs:

i3 3217U 1.8 GHz
4gb RAM
Intel HD 4000 graphics
Windows 8

P.S. I don't care if I have turn down the settings.

Yes playable. Watch this video, in which the player uses almost similar laptop specs with low graphical fidelity - 4th Gen i3 4005U, 4GB RAM, Intel HD 4400 (the guy wrongly named it as HD 4000):

Update:
The Intel i3 4005U 1.7Ghz is a dual core with 4 threads, has Intel HD 4400 Graphics, with base graphics frequency of 200 MHz and max dynamic graphics frequency of 950 MHz. Consumes 15W.

The Intel i3 3217U 1.8Ghz is a dual core with 4 threads, has Intel HD 4000 Graphics, with base graphics frequency of 350 MHz and max dynamic graphics frequency of 1.05 GHz. Consumes 17W.

The i3 3217 has slightly higher CPU clock speed / base graphics frequency / max dynamic graphics frequency.

So there is a good possibility of you playing the Witcher 3 with low graphical fidelity @720 or less, with significant stuttering [meaning not enjoyable gaming experience].

The area the i3 4005W excels are 2W less power consumption, DirectX 11.1 support, OpenGL 4.3.

Woul it work ont the 3000U though? Because I know that the i3 4005U actually is a quad core-like CPU beacuse of the hyperthreading hence why Dragon Age Inquisition works. Many thanks!! :)
