Will there be a noticeable difference? i5-4460 vs i5-8400

Im trying to get more fps in a game, currently have 4460 and want to upgrade soon. budget is around $200. Will there be a noticeable difference between these two? here are their specs:

Fps is governed by the cpu and limited by the gpu. The 4460 is quite capable of getting 144fps in many games, but is hampered by a weaker gpu. Increasing the cpu to an 8400 will only open up the rest of the games, the ones more suited towards high thread optimization, but will still see being hampered by a weak gpu.

In a nutshell, changing cpus will only show the new cpu not working as hard as the old cpu, but fps won't change much at all as both are stumped by the brick of a gpu.

To raise the fps towards the limits set by the cpu, you'd need a stronger gpu. With a $200 budget, that's the only viable option as a new cpu would also require a new motherboard and new ram, the DDR3 on the 4460 not being compatible with the DDR4 needs of the CoffeeLake cpus.
