Well, your CPU will be bottlenecking the gtx1050Ti, especially in CPU intensive games like GTA V. If you turn down some settigns you will probably get respectable framerates.

In GTA V, with settings to medium and CPU dependent settings (e.g. particles) at low, you should be getting high 50s
I'd suggest getting that GPU and upgrading your CPU as soon as possible, in order to fully utilize the gtx1050Ti.

There is a HUGE difference between these processors and I strongly recommend that you do buy the 3470. You won't be able to play on ultra, because of the 1050Ti though, but your system will be balanced with no bottlenecking. And will probably achieve high settigns.
