The 4690 is a haswell refresh CPU, skylake is newer generation and another socket altogether.

Any H97/Z97 motherboard will do:

Only after a BIOS update, so it might not be able to boot it. All manufacturers have a supported CPU or BIOS version readme file on their website, you can look up the info there.
