Hey I'm building a pc on a budget and I'd like to know if pairing a intel i5 9400F with a gtx 1650 or rx 570 would result in a bottleneck. Also which would be better, the 570 or the 1650?

Yes, a 9400F would pair well with even stronger GPUs than the two proposed, but that doesn't make this a 'bad' pairing by any means.

The RX570 is the stronger GPU of the two options, so would be what I'd go for here

Have you considered an AM4 platform? A 9400F + Z390 board will set you back around $250 sans RAM (in the US at least) for a strict 6c/6t chip.

A first-gen Ryzen5 1600 can be had (including a B450 board) for ~$170

From a "budget" standpoint, both would be solid offerings and pair well with either GPU (although obviously favouring the 2600)..... OR you could put that money "saved" ($60-$80) into a stronger GPU.... RX580 or 1660 , maybe?

It won't bottleneck, but you could get a Ryzen 5 2600. Double the threads, more clock speed, less expensive, nice stock cooler, more future proof.
Also go for the RX570. Its just faster and cheaper.
