the h61 mobo is not the way to go..the h77 will let you upgrade to an i5 and add an ssd in the future..get the cheapest 2*4gb RAM from any of the brands like corsair, crucial, patriot, mushkin or gskill..if you want to bring down the cost further let me know..

edit: if you can push the budget further get a 7870

By max if you mean ultra high settings at 1920*1080 resolution..no..even a 7970 won't be able to max out everything..7850 or 7870 will get you pretty decent performance at 1920*1080.

the difference between a g860 and an i3 is hyper threading. It will give you slightly better performance on cpu intensive games..but its better to save money and add an i5 later..it is ideal to spend more on the gpu than on the cpu.
