Two things jumped out at me. First you want a quad channel memory kit. 2, dual channel kits is a bad idea and can result in memory mismatch performance and even blue screen issues.

The 2nd. The 8GB RX 480 AMD is going to cost $229.99 not 199.99. The 199.99 model only has 4GB of VRAM. I recommend the 8GB Graphics Cards.

Your build is fine.
Just get 1 32GB kit - it will work for sure as they are tested together.
Also, get 1 GTX 1070. Multi gpu setup is good only when you have no single card option. the 650w PSU is kinda not optimal for multi gpu setup. I also suspect you will overclock a bit
Imho, Fractal Design Define S is a better case for the case.
