Will this board be able to OC the Ram?

Im building a new plex server and using a ryzen 2600 im not looking to OC but want to know if the B450M DS3H https://www.newegg.com/Product/Product.aspx?Item=N82E16813145083

Will be able to OC the ram that i buy. For instance if i buy a 2667mhz kit can this borad tweek it too 2933 or 3000mhz?

Not upto the board. That's upto the ram. Some ram will OC better than others, on average. My Patriot Intel Extreme Masters 1866MHz 10-11-10-30 sits quite happily at 2400 11-12-11-36 or 1600 8-9-8-20, both of which are actually faster than stock.

As is, the mobo in question can officially support upto 3200MHz ram, the question being if the ram will be stable at higher the rated timings.

Yes, that board allows memory overclocking. There's no guarantee you'll be able to push the RAM any higher than its rated speed though.
