Will this bottleneck?

CPU FX-8350 with a R9 290x

of course it will - human sits in front of it. but the use of RGB VR ready GAMING dust filter will smash that bottleneck.

On a serious note, this combination might be balanced for some configuration and not really for other.
If the CPU is correctly overclocked it's a decent combination for 1080p@60Hz gaming.
But generally you'd be better with a more user friendly CPU.
If you already have the CPU, there is nothing wrong in adding this GPU assuming the power supply can handle them.
