Will this bottleneck?

Per their recommendation, anything under 10% is acceptable. Since the hardware works in tandem & is made incrementally by different manufacturers as it is upgraded over time, naturally there will be some inefficiencies. The lower the bottleneck the better. I would say just take note of what it is that is creating the 4.5% bottleneck and if you were to upgrade a part in the future, you would want to replace that one first.

which gives a pretty good idea, granted didn't have my 9600k updated on the options yet.
 


What does it mean when it sas 4.56% , percantage of people who gets it or how much it bottlenecks, it did say they'll work great together!
