It would depend on how you define "bottleneck". Will you get the maximum possible performance from the 9900K? Probably not. Will you get the maximum possible performance from the 1050ti? Probably. Is that a bottleneck because your CPU has available resource? I can't answer that. Only you can.

But the game and resolution you use are as important as any other variable in your decision.

That's a highly unbalanced gaming setup. You will be limited to the performance of the 1050 Ti, which gives modest gaming performance at best.

The i9-9900K requires a $100+ cooling solution, just an FYI. I'd be more inclined to recommend something else so you would have the budget to upgrade both CPU and GPU. No since in buying a $400 +$100 CPU to use with a $100 GPU.

i5-7500 and 1050ti, what would you recommend I upgarade with 500 dollers atm
 
For 500, grab a much more balanced setup that will still alow for upgrades.

A 9900k will need a new mobo and expensive cooler.
