Will This build run BF4 at 60+ FPS on Ultra?

Are there any issues that you can see?

Under the Compatibility Notes its says "Some Intel H81 chipset motherboards may need a BIOS update prior to using Haswell Refresh CPUs."

Is that something to be worried about? How will I update my BIOS before I use the motherboard? Is there a different Mobo or similar CPU that will get rid of that problem?

Check what the latest bios version is on the motherboard website. Try and get that. No big deal. You should still be able to run and update bios with your 4460 anyway.

With mantle you should be able to run 60fps on ultra no problem, I believe.

There's nothing to worry. Buy the pc and after inserting the cpu if the mobo does not recognize the cpu,then you need to do a bios update,that's it.
The 280x can max out BF4 easily.

how exactly do I update the BIOS if I can't get on the OS?

Turn on the PC, wait for the bios screen(which flashes with a beep) and update the bios with a usb flash drive. Download the file from a phone/tablet and copy it over to a usb flash drive via a pc/the tablet.
