Will this build run GTA V on high settings?

Here is the build:

Motherboard: Asus B150M-A
RAM: Kingston 8GB DDR4-2133 RAM
Storage: Kingston UV300 240GB SSD
GPU: Asus GeForce GTX950 2GB
CPU: Intel Core i5 6402P
Power Supply: Corsair VS450 450W

This is probably the best build I can get for my budget in my country, will it do the trick?

At 1920*1080 or above, no. It would run medium settings at playable framerates.
