Will this build tun games with high fps?

I want to know if this build is capable of running modern games, like fallout 4, in low resolution and with good fps. This build is just over my budget of $160 so if you do have a suggestion on what I should have as a build please do tell, but it can't be too much over $160.

It would be fine at 720p and mediocre at best at 1080p
