Here it is:
MSI B250M GAMING PRO
Intel Kaby Lake Core i3-7100
G.SKILL AEGIS DDR4 2400MHz CL17
MSI GeForce GTX 1050 Ti AERO ITX 4G OC
Western Digital Blue WD10EZEX
Green GP580A-ES Power Supply

Will it work? i really don't want change any of components, because i can get them at a very good price. so i just want to know that this build is okay or not.

i also want to connect my LG19en33 monitor to this PC using a Prolink MP299A HDMI To VGA. will this affect my gaming performance?

Solution
You would benefit most by dropping the processor to the Pentium G4560, spending the saved money on a GTX1060 if possible or perhaps adding an SSD to the build. FYI, that PSU isn't the sort of component I'd ask you to buy. Look through this to buy a reliable quality unit(staying as close to Tier 1 as possible).

Where are you located?

I live in Iran and the prices here are unbelievably high. (maybe that's because of the sanctions.)
I really couldn't find G4560 at a good price. the 7100 is actually cheaper here. i can't get a better Power Supply because
of the prices also. a lot of people here use GREEN and i think it will be okay.
will connecting this PC to the monitor using a "HDMI To VGA cable" affect my gaming performance?

If the 7100 is cheaper than the G4560, then definitely go for it. As for the HDMI to VGA cable, it will be able to run the monitor at 60hz which is it's maximum capability. So it will work fine. But you may want to think about getting a new monitor down the road.
