Yes, it will handle those graphics cards in 99.9% of systems.so wil it be able to handle the graphic card? I am asking this psu is budget one for me.

Corsair cx 550 Watt White Certified Power Supply. will this be support for gtx 1650 or rx 570 graphic card? or enough voltage? and is it has 8 pins?
I kinda forgot he said CX, I was assuming it was the VS550 White and he just mispoke. Easier to mix up CX and VS rather than White and Bronze. Like you said, I've not heard of a CX550 White. The VS is not very good, but should run a system with either of those GPUs.Corsair CX550 White?!!??
Double check that. The only CX550 I know of is 80 PLUS Bronze.
If it's the CX550 (non modular) Bronze, it's a very good PSU. It has an LLC front end with DC to DC for the +3.3V and +5V. It has a rifle bearing fan, Japanese bulk cap and is rated to run at 550W at temperatures up to 40°C.
It's MORE than enough for your build.
