I don't know if I need a 650w or a 750w PSU. if I don't need a 750w I don't want to get it just because I am in a budget.

What's your budget? The 980 is not a purchase I would recommend making at this point because the 1070 is $100 cheaper, uses less power, and it will destroy a 980 in most benchmarks. And you are also throwing money away buying that thermal compound because Cryorig includes stuff that's just as good if not better than that. I also saw no storage or case. And you don't need 32GB of RAM either.
