Will this computer build work

I don't know if I need a 650w or a 750w PSU. if I don't need a 750w I don't want to get it just because I am in a budget.

What's your budget? The 980 is not a purchase I would recommend making at this point because the 1070 is $100 cheaper, uses less power, and it will destroy a 980 in most benchmarks. And you are also throwing money away buying that thermal compound because Cryorig includes stuff that's just as good if not better than that. I also saw no storage or case. And you don't need 32GB of RAM either.

Yeah go for the 1070 over the 980 on that budget. And then for PSU get this: http://www.newegg.com/Product/Product.aspx?Item=N82E16817438017

Then take that extra $100 and invest it in the i7-6700K, and lose the thermal compound - you don't need it.
