Yes, but you should expect very poor performance. My laptop which is a macbook pro runs CS:GO at 100fps or less. So this will run around 60fps or less which is a very unpleasant experience. Also mac doesn't let you turn on raw input, this is not good for cs:go.

That mac is poor. It doesn't have enough ram, a weak processor and gpu. MacBooks aren't really designed for any kind of gaming. You'll need a windows pc/laptop for that. $400 is not enough for a windows laptop though. (maybe you can find a good used one)

CS:GO really is dependable on single core performance.

My PC with a i5 4690K overclocked at 4.6 Ghz with 2133 Mhz CAS 11 RAM runs at 350fps stable.

However mobile CPU's per core speed is poor especially on the older models and the core duos.
A i5 on my macbook pro can run it on 100fps so 60fps should not be too hard to handle.
