Also will this cooler be adequate for overclocking he i5 4690k to 4.5ghz and keeping it under 70 c?

The coolermaster hyper 212 evo stands 159mm tall ,
The maximum supported cpu cooler height for the Cooler Master Elite 430 is 163mm
so yes it will fit in your case
EDIT: A better choice for overclocking at lower temperature than the evo is
the nazxt Havik 140mm , here is a review comparing it to the Noctua NHD14 this will not interfere with your ram either

Thanks for the reply but is there any other coolers that are under $50? Also will the hyper 212 evo be adequate for lots of overclocking, because if so I will keep that unless there is a better one for under $50.

But how will they compare? Like will I be able to keep a 4690k under 50c at max oc? Or could any cooler even do that? What is the max temp for a CPU before it starts to damage it and decrease its life span?

The evo will do the job for you but you may be struggling to keep it under 50c , the havik will drop temps better and much lower

Will I have a safe temp with the 212 though? Like cool enough so my processor doesn't start to burnout?
