Will this cooler make a difference (soundwise)

Will this cpu cooler make much more difference (in terms of loudness) than my stock cooler? (LGA 1150, Intel i5 4590)

Please just yes or no, answer that question first ^. Secondly if you have a different cooler you want to suggest than feel free but keep it within $18 budget, and it must fit a Mini-ITX (Cooler Master Elite 130) case.
Note: I can get this cooler for $10, part of the reason I want this one. It has pretty decent reviews and I'm not looking for the best cooler, just something slightly quieter than stock which I hear is pretty loud.
 

1) How can you tell it will be far quieter? (I believe you I just want to know for future reference)
2) Also I was actually planning on going with the T2 and was excited for it before I discovered it wouldn't fit in my Cooler Master Elite 130 Mini-ITX case. :/
 
When you said it will be far quieter, were you referring to the T2 or the Thermaltake?

1) Will the Thermaltake be quieter than the stock (Check yes or no)
2) Will the Thermaltake be able to cool my CPU enough? Someone else said it will only work for lower end CPUs.

2 yes as long as its not overclocked (and you have a non-K processor so youre fine)
 
Okay. I have different people telling me different things.

As long as the cooler will work I should be fine, I'd rather not put the work in to doing an eBay refund because I don't think it's worth it.

Not trying to put you on the spot, but do you have experience with the CPU coolers area? (lol, idk, some people start claiming they know a lot about cpu coolers)
 


I've been working with computers for over 25 years, I've probably built well over 100 computers in my lifetime.

The cooler will work fine and be quieter. Its a good replacement for a stock cooler on a non overclocked system. It will not be as quiet as a T2, but it wil be quieter than a stock cooler which uses a less efficient heatsink which means the cheaper, smaller lower quality fan has to run more and faster to maintain the same temperature.
 
Okay thank you. Sorry if I am bugging you but "The stock cooler has a copper slug in it for better cooling and this thermaltake does not. the stock cooler will cool BETTER. The cooler you want is a low-profile cooler and WILL be decently worse than the stock cooler." Can you explain that to me? (Genuine question)
 
"It says it right in the description:

That specifically means do not use it with a CPU that is rated higher than 65w."
