I have a i5 6600k for my brother to use but I'm using my thermaltake toughair 510 on my 5600x I'm wondering if the thermaltake gravity i2 would work for his 6600k he's on a budget and will not be overclockin

Solution
Oh Christ no. Don't even think of using that. In fact, that is worse than any stock cooler in recent memory. Seriously, what IS his budget? Because this is not expensive and it's one of the best single finstack coolers that has EVER been on the market. MORE than enough for any of the Ryzen 5 processors. And honestly, MOST processors so long as you aren't overclocking. And even if PBO is enabled.

That's the exact one I told him to get but he wanted lower cost christmas is coming up ima convince him to get this one

There is SERIOUSLY no other cooler that would be sufficient for that CPU, that costs less. It's that one, or just use the stock cooler until you can afford that one. That's really the only choices that make any sense. And if he can't understand that, then honestly, you really can't help him and you should just understand that and walk away until he is able to be able to understand reality.

ANY cooler that is less expensive, is WORSE than the stock cooler. Period.
