Sorry if this seems very awkward but I want to be able to run it on the highest setting and I am considering buying the pc very soon and it means a lot to me, I don't intend to spend the next 3 weeks working in an oil factory just to buy a pc that can't run Arma 3 on max settings lol.

It'll run it, yes. But it won't run at the highest settings at 1080p. Not with smooth framerates. The price seems about right for the pre-built, but the HD 7770 is not a high end card. If you game on a 720p - ish display, you may get close to max settings.
