a r9 280 has the power to actualy use the whole 3gb it has while the 270 can hardly process 2gb of textures

If you would take a look at benchmarks, the R9 280 beats the R9 270x in every aspect. More VRAM does not mean more FPS. Only at high resolutions such as 1440p , a little more VRAM may be useful.

Is there any other cards around that price with the higher specs or would that be the best for its price?

The next upgrade would be the R9 280x, followed by the R9 290, then the GTX 970

The only problem with going higher up is that my CPU is a budget one (FX-6300) and I don't know if the 280x would bottleneck it let alone the 290.

Also, I do a lot of graphic design so I thought more VRAM would be better for that and also keep my games at a decent FPS?

bottlenecks by fx6300 with any high end card is fixed if it is overclocked to 4ghz+
