GPU:
Sapphire Radeon RX 550 PULSE 4GB GDDR5 128-bit

HDD Seagate BarraCuda, 2TB, 7200rpm, 256MB cache, SATA-III
Motherboard: B75M-D3H rev 1.1
CPU:Intel I5-3470 3.20Ghz
Psu:I have a Spire Black Eagle PSU that's at least 450W,I can not tell for sure since it literally doesn't say anywhere unless I remove the psu from the computer.But just to be sure,will 450W be enough?

How long have you had the PSU?

It will work, as I believe the 550 is powered through the PCIE slot only. But it still doesn't detract from the fact its a poor quality PSU that if it does go bad, could easily cause damage.

Just to clarify, you did not post the GPU in question anywhere.
Secondly, hopefully it is not a reasonable power GPU as whilst i'm sure it'll be compatible, that PSU is likely awful quality and is not well paired with almost all dedicated GPUs.
