Will this gpu work?

I'm trying to help a friend out with his basic pc. It's integrated amd graphics and he wants to game with it. I've told him to look at maybe a EVGA 1060 but not sure if it works with an AMD processor.

Yes, it works with AMD CPUs.
HOWEVER.
Your largest concern would probably be with the power supply in that PC.
Make sure that it is compatible with the GTX 1060 that you have in mind.
There are 3 factors when choosing a GPU:
1. PSU wattage, versus requirement of video card.
2. Does the PSU have the correct power pins required by the card,
3. Does the card physically fit into the chassis.

Now, the GTX 1060 comes with a 400W PSU requirement and needs a single 6-pin power connector.
You will have to verify if these variables fit within the chassis parameters and also check for size.
