I have a dell optiplex 760 for my mom and well shes on VGA graphics on the TV and I want to upgrade the graphics to HDMI I know I need a low profile card so I was thinking of this https://www.newegg.com/Product/Product.aspx?Item=N82E16814126052R&cm_re=nvidia_710-_-14-126-052R-_-Product now what I have in there now is an old 9500 GT think either 1gb or 512mb think its 1GB my question is with the power supply as it is will it run? also taking away the HDD and replaceing it with a 64GB SSD don't worry only thing she does on it is facebook watching movies shows and coupon'ing maybe a facebook game with my brother at times but nothing to heavy

A 710 will get the job done, adding an upgraded output like HDMI to an older computer is what it's made for. An SSD is also an excellent idea, it will make the computer feel more responsive. A 120gb would be nice, the space gets used up faster than you think. Plus, you don't want to fill an SSD all the way up. 60gb will work though.
the OptiPlex 760 came is several "sizes" below is according to size the power supply it contains as per Dell website:

Mini-Tower : 305W Standard Power Supply; 255W 88% Efficient Power Supply, ENERGY STAR 5.0 compliant, Active PFC
Desktop: 255W Standard Power Supply; 255W 88% Efficient Power Supply, ENERGY STAR 5.0 compliant, Active PFC
Small Form Factor : 235W Standard Power Supply; 255W 88% Efficient Power Supply, ENERGY STAR 5.0 compliant, Active PFC
Ultra Small Form Factor : 220W External PSU, ENERGY STAR 5.0 compliant.

the GT710 takes literally little power to run as I believe your got the SFF (you mention slim cards) I think you will not have issues running it on that 225w PSU as the GT 9500 uses 50w and the GT 710 uses 19w, but the GT710 is not much improvement over the GT 9500, and for the price I would suggest the GT 730 instead https://www.newegg.com/Product/Product.aspx?Item=1FT-001K-00003&cm_re=gt_730-_-1FT-001K-00003-_-Product and since it still only uses 38W no psu issues there.

you think the 730 will fit in there? with that metal sticking out and yes it is the desktop version of the 760 just want to make sure want to put it in there before mothers day
