gtx 750 is a card that will likely work. since your graphics are integrated your psu might be below 300 which isnt safe to put a 750 insidde please open the side and look at the device inside your computer that connects with the wall outlet wire. this is your psu the label will give a wattage

So, can or can I not use a 750 with my computer. Also, what is PSU?

power supply unit is the thing in your computer it your outlet cable is plugged into that device. open device and usually there is an sticker on this square cube box mounted usually on the top for your type of computer

I believe it is 240v.

240 V implies you are using a beefy socket like one to power a welder. more likely it is 240 watts. and if so, like epicsasa said, that card will not work in there, and really nothing will. that is a strangely low wattage PSU, my Pentium I system came with a 210 watt one, and the CPU uses a max 17 watts under load...
for around 30-45 dollars you can get a decent 350+ watt power supply which will let you power the card you first listed, along with a GtX 750ti which if you can save up to get one I highly recommend.

Would this power supply be able to support my computer and the graphics card that I want? http://www.amazon.com/IN-WIN-Development-IP-S350T1-0-ATX12V-Supply/dp/B007I55JVK/ref=pd_cp_147_1?ie=UTF8&refRID=07W57J5XFM796DX36Q5M

Also, what are 12v rails, and should i be concerned with what they are?

12 volt rails are power delivery circuits in a sense. a 12 volt rail supplies 12 volts and a good one will have lot of amperage. really high end power supplies have a single 12 volt rail with huge Amperage ratings like 133 Amps. generally with multiple rails you will get a lot less amperage, but this is not always so. in your case that PSU should run the 650.
