Next let me deal with 25 watt thingy. It is a big question why it is printed there, I guess to scare Dell users, because next you can take a look here

Now back to your question.
I have an Optiplex 755 and the PCI express says 25W next to it. Will I be able to use a Radeon HD 6670 with this PC. It is also a Desktop form factor with a 280W PSU.
IF you can spend a little more I would recommend getting Sapphire HD7750 low profile, which is one of the best in this class
