I have an Optiplex 755 and the PCI express says 25W next to it. Will I be able to use a Radeon HD 6670 with this PC. It is also a Desktop form factor with a 280W PSU.

So let me deal with those statements first.
Look here http://www.hwcompare.com/11733/radeon-hd-6670-oem-1gb-vs-radeon-hd-7750/ you can easy see that 6670 TDP is 63 watt only, also PCIE slot physically can not provide more than 75 watt, so why you need 500 watt PSU, I have no clue.

Next let me deal with 25 watt thingy. As you can see Dell tested HD7750 on your PC and recommends this card as an upgrade! So disregard 25 watt thingy, and this is according to Dell!
