Only if the board has F20 or better bios. (Preferably F21 or better).
There is no way to tell if the particular motherboard you are looking at was manufactured and shipped with BIOS version F20 or higher, so there is no way for us to answer your question. Some were shipped with earlier versions of the BIOS, some were shipped with later versions of the BIOS.
According to Newegg's question and answer, "This board ships (purchased July 31, 2017) with Bios Version F21".
I would personally ask the supplier what version bios is installed. If I was buying from Newegg I would feel comfortable saying 'Yes, a 3930 will work out of the box', but I would have a computer store ready to install a different processor to update the bios if I ran into a problem.
