I'm pretty sure you will be ok, if you are unsatisfied with your temperatures later, you could then attempt remounting the HDD on the case floor. But really I think you will be just fine.
It will reduce airflow a little, but not substantially, especially with the second fan right above it. I wouldn't be worried unless temperatures become an issue, which they most certainly shouldn't.

OK dokie. Just wanted some peace of mind. Small things like this tend to bother me.
So if it's not really blocking airflow, what exactly is the bottom fan cooling? I mean it doesn't seem to be directing the air towards anything important.
The fan doesn't need to be nessisarily "hitting" anything directly, but ensuring a constant supply of fresh air to cool your components. Its just part of the "wind tunnel".
I bet your HDD will be nice and cool though!

I think NZXT added a feature on the case floor so that you can mount a HDD there. Refer to this image. I really want to move it but I think it might be too much hassle considering how much zipties and velcro zipties I used.
