No. Not unless it specifically has a sticker added to the outside of the box saying the BIOS has been updated to a version that supports 3000 series Ryzen processors.

The ONLY motherboards that will work without a BIOS update, for certain, are the X570 motherboards OR the MSI B450 motherboards ending in "Max" like the Tomahawk Max, Mortar Max and Gaming Max.

Any MSI B450 or X470 board with BIOS flashback, for boards that have it, can be updated to the latest BIOS version without even having a CPU installed though. The only boards from those chipsets that have that other than some of the MSI boards are one or two high end ASUS boards like the Crossfire Hero.
