Yes, ofcourse.
Yet it would be recommended that you try to get an i3, as pure dual cores don't have a bright future in gaming.

i3's are dual cores too. With hyperthread.
 


It will. All those games run at 30FPS and i'm not even sure if 1080p on consoles. So...

GTA V is 1080p 30fps on ps4. GTA V runs very poorly on duel core cpu's, I would expect it to jump around between 30 and 60 quite a bit, I doubt it would be a smooth experience. And fallout 4 would be even worse look how it performs with the G3258 and 980 ti on medium 38fps max with dips into the 20s and thats with a more powerful G3258.

Asking if a PC build will out perform a console is like asking is an orange performs better than a banana. They are two entirely different beasts and cannot be compared as there is no common ground (game) that can run on both systems.

Console game coders have the benefit of knowing exactly what hardware they need to code to for good performance. PC game coders do not have thay luxury. The best they can do is set a minimum system requirements list and code towards that, but even doing so, there is no telling what else is running on the PC which may impact performance.
