This is the maximum budget PC I can afford at present. Will I be able to run today's popular PC games like Diablo 3, Guild Wars 2, WoW, LoL and games like that, and what details would they possibly run on?

I5 ivy bridge and a GTX 560? Yup, that will definitely do the job. You should be able to run any modern game at decent graphical settings.
