Yeah your current budget was right on the threshold for good spec vs alright spec PC 800e should give you a bit more head room.

The 8320 is a nice CPU but I would recommend getting an aftermarket cooler for it which then will also give you some headroom for some overclocking in the future if you want plus keep your temps down as the 83XX series CPUs are pretty toasty on the stock cooler (which is also really noisy!) as I have an 8350 my self.
The 750Ti will be a good value GPU for the time being and should handle rust okay just dont expect immense frame rates as we are talking about rust here haha 😛
HDD is fine
Mobo could be better but for a 870 chipset board rather than a 990fx board that should suffice
Ram is good
PSU is alright...
Probably not, the GPU is very very bad, same for the PSU (some made in China product most likely which will blow up your PC after the 2 years warranty). You shouldn't buy a complete system, the price/performance ratio is usually very bad. Find a shop where you can choose the different parts yourself (people in this forum can help you if you have absolutely no idea of hardware) and then assemble the PC yourself or find someone who can do it for you (some shops do it too, but most likely for a lot of money (100€+)).
 
If you feel you're capable to build your self rather than just buying the rig straight off you could have a much computer which already has a 970 and decent PSU in it. Something along the line of this.

I was planning on building my own pc but I only have a 700 euro budget including os and I wouldn t be able to get a good gpu. I want an intel build but with 700e form my country I can get a system with an i5 4690 8gb ram , 500w be quiet psu , 1tb storage ,case , mobo and os will cost me 700e. Was thining of getting an amd build but I still wouldn t have enough money for a good gpu.

If you can choose parts form this website and list them down for met that would be great. My budget for components and os is 730 euros ( not including monitor and keyboard)

 
Have a look and see if you can get bits like the 970, the CPU the case and optical drive second hand that should save you a reasonable amount of money and might bring you price down below the 700eu mark. Else always buy a medium spec graphics card and then upgrade to the 970 and sell the card on again.

I just put a similar spec build in at with this so called "discount" you're going to be spending over 400eu more. Their prices are high on there and the choice of components is limited. Where about in the EU are you from that will allow me to be able to gauge where to shop for you better :)

I only went with that board as the 990fx from this shop is 97 euros more. Maybe in the future but tks for the tips.
