My brother wants me to build him a pc, hes on a tight budget, will all these components work together with the current psu that he has?

Asus Prime B-450M Micro Atk Mobo
Patriot Viper Steel x2 8Gb @ 3000Mhz
Psu-FSP Group HEXA 85+ 350 W 80+ Bronze Certified ATX Power Supply

It should be more than enough if you not use dedicated gpu, or not plan to upgrade...

If it's in good working order it can easily power the system specs you listed.
Consider the following questions before using it. How old is the PSU? Was it operated under high loads in its previous system? Is it still under warranty? Will you be adding a video card later?

He should even be able to use a low powered dedicated gpu. It's not the best nor the worst quality and age will have it's effects.

When you pay extra for an apu like the 3200g and integrated graphics,you should probably not expect to ever upgrade.
The 350w psu will be ok, FSP is a major psu maker.

For the price a 450w is usually about the same. It's a low end FSP lineup power supply , but with no card your fine.

I think all he wants to do is play Rust, his system is slow as hell right now. I get stressed out just being on his system trying to clear it up a bit. He’s had it about 3 years now. He ran UserBenchmark and he had a rating of 0% so you can see it’s not a good system anymore.
