Will this rig make a strong Gamer ?

I have Dell t3500 work station

cpu: XEON W3520
RAM : 8G 1333
HDD: 500 WD Blue

I plan to add a GTX 750ti but the pci slot is 75w
will it work ?
also will this be able to smoothly run GTA V & BF Hardline on high to ultra settings ?

The power available to all pcie X16 slots is 75w max.
I presume your motherboard has a pcie-X16 graphics slot, not a PCI slot.
A GTX750ti card is a very nice card that I think would be appropriate to your cpu.
I am not so certain about "ultra" though.
You are likely to be limited by cpu.
The GTX750ti is power efficient and most(excepting a few highly overclocked versions requiring a 6 pin aux power lead) will run on a basic 300w psu.
If you want ultra settings, you could be looking at a future graphics upgrade and possibly a stronger psu.

the CPU is quad-core with HT and has 8 threads , how would it limit the performance ?
 


Very weak single-core performance compared to today's CPUs. Multi-threaded performance is decent and may do OK with BF and GTA.
