Will it run at 144fps at lowest settings? And if I have a 144hz monitor does that mean I won't get the full potential of the monitor If I run under 144 fps?

Yes you eill be able to play cs go at 144hz, probably on medium even.if you play under 144hz you will still de the fps you are getting but you wont make use of the 144hz smothness
