Yes. Configure games to run no antialiasing, don't need it in 4k and an fps boost.

Yes, but what games are you trying to play at 4k? Your results may vary depending on what you are trying to accomplish. I've linked to the 7900 GRE review since it has the 7900 XT and a few other cards included in it.

The 13700 is good enough for 120+ fps in most games. If you want the best performance, get the 7800X3D.

As you can see from the graphs, the 7900XT gives a geomean of 80 FPS in 4k ultra.

Try using FSR if you want 120+ fps.

The answer btw is yeah, but what's the target refresh rate and quality settings? Because it will not be perfect.

Well after some looking and thinking I think I'm going with a 7900xtx. Brand wise my budget will allow one of these 3 gpus. Weill look at some videos tonight. The xfx gpu looks promising.
