Question will this setup work to convert my LED monitor into a TV?

RCA to VGA Cable

RCA to Audio Jack Female

I'm trying to find the cheapest solution possible to convert my LED Monitor, which is just in my closet collecting dust, into a TV.

Will this setup convert my LED Monitor into a TV? Thanks.

We're going to need more info. Can you pass on the model for your AOC monitor? Are you sure it's an AOC built monitor? We're also going to need the outputs from the set-top box in order to understand if you can hook said monitor to the cable you've parsed as an image.

Btw, by cheap, how cheap are you going?
