With those games you probably won't be getting really above 75fps. However, you can get some freesync 144Hz monitors for under $200 and 75Hz freesync for under $150. Switch the 1060 6GB to one of the RX580 8GB and you can save about $20-40 and then not have to pay the premium for g-sync monitor to take advantage of the variable refresh rate.
At 1080p Ultra settings you will probably be maxing out around 75fps in most games. That being said if you are playing Rocket League for example this will run it at more like 150fps. That being said you could change some parts around to give yourself some better performance. Going to a Ryzen 5 2600 and a B450 motherboard will save you about $55 which you could put into a larger SSD.

I plan on playing games like pubg, csgo, rust, gmod, far cry, fall out, gta etc...
As a budget I have around $200
