Powerline adapters should NOT be plugged into surge-protectors; their filters will kill the signals.
My personal experiences with Belkin have earned them a place on my "Do Not Buy" list, however I do have a couple of Belkin surge protectors that I actually won in a contest here, and they've worked fine.

Can you recommend a better surge protector if possible under 20$, and out of curiosity if I have my powerline adapter plugged into my pc and my power surges could it travel up the Ethernet cable and damage my pc
