[SOLVED] Will this system be bottlenecked?

My brother is interested in buying my Rx 570 off me but I'm pretty sure it will be bottlenecked by his 3rd gen i3 and 4 gigs of RAM. I could use some input.

If he upgraded to at least 8gb of ram it wouldn’t be too bad
