Question Will this system i want to build work fine and fast enough and last a while and is completly compatable

PCP is throwing some compatibility flags of it's own.

Would check the motherboard to be sure it is compatible with that Athlon without needing a BIOS update.

To be fair, I tried one of these Athlons for a file server. They are VERY anemic and I wouldn't suggest trying to utilize one for "future proof" work use over that period.
IDK what the landscape for refurbished office PC is in your area, but would suggest that a used Dell or HP enterprise level machine would be a great bet. It is not uncommon to be able to find 4th gen i5 based systems for ~$100 here. Budget an SSD and perhaps some memory if you don't buy it with. Should serve you well for several years to come.

My plan is if need be I can upgrade the cpu to newer athlons as time goes buy and the website says it is comptable but might need a bios upgrade

I would highly recommend spending a little more on a system like this as it is substantially more powerful with much better cooling. The 5600g graphics performance is about 10% faster than a 1030. You can add in a much more powerful card later and the 5600g will not hold you back as a CPU. Also the motherboard comes with wireless / Bluetooth so no need to put an add-in card for it.
