Mobo: Gigabyte M68MT-S2P
Processor: AMD Athlon II x4 640 3.0Ghz
RAM: G.skil 4gb 1333Mhz
Graphics card: Planning to get an Sapphire r7 260x 2Gb GDDR5 OC

1. would my old parts be able to handle the r7 card?
2. will it just cause a bottleneck?
3. get a better mobo?. If yes, any recommendations?
4. get a better mobo + get more and better ram?
Thanks in advance.

Solution
The card will work fine, it will not cause a bottleneck with your system.
That 4gb ram though is low for windows, you might consider getting an extra 4 which will improve system performance. But you would be investing in old hardware, so you might consider upgrading cpu, motherboard and ram. This can go as far as your budget reaches, but a minimal upgrade will cost at least $200-300.

What AMD processor and mobo would you recommend under $250ish range? Possibly an M-Atx type

Something like this should work nice:

I put in a psu because probably you will want to upgrade your old psu as well. If not you can disregard the psu. Keep in mind for the X4 860k/R7 260x combo you will need a 400 watt psu or higher.
