Will this VERY GPU be able to run on this system?

I would like to know if this very card will be able to run well with my current system, mostly concerned about the power supply. I do not intend to overclock the card when I get it, and will instead use it at the clocks that it comes in.

But you have a 1080p monitor
That GPU will be a overkill.
Best is to buy an rx 580/570 or GTX 1060 for 1080p monitor

I don't really intend to game at 1440p or 2160p, I just want to run future games constantly above 60fps at near-highest settings, something like PUBG at high settings, constant 60FPS.

The base for the 1070 is a 500 watt PSU. You're right at the lower limit there. The card you posted a link for is already overclocked, so while the system may work fine, I personally wouldn't want to run it that close.

An i7 4790K on a Z97 motherboard would easily run a GTX 1070, so no issues there. As mentioned above, a 500w PSU is on the lower side, however it is a very good unit so it would most likely be fine....if you haven't bought it yet, getting a slightly bigger unit would be a good idea.

Is there any way I can underclock my card slightly to stay on the safe side until I get a new PSU?

Either use asus's gpu tweak ii or msi afterburner. Both work fine.
