The 91% alcohol is correct. The remaining 9% is water. So, yes, dry the CPU after cleaning. I've always used one of those microfiber cloths that are used to clean LED screens, etc. If you don't have one of those, coffee filters are fine. What you are looking for is anything that is lint free so it doesn't leave behind anything on the CPU surface.
I cant access the links you provided , but in general alcohol based cleaning solutions are well and good ( like your screen cleaning or lens cleaning ones with isopropyl alcohol IIRC) . Just wipe it with some soft cloth/rag(preferably those antistatic ones) and remember to ground yourself!

NO!
You must do this with 99% isopropyl, wearing nitrile gloves, with green certified lint free cloths, in a positive pressure clean room. Anything else, and you will leave behind a 0.2 picometer speck of dust. This will, obviously, render your cooling solution completely ineffective.
