if I buy a new pc that has 4 RAM slots on the motherboard but only comes with 8gb RAM 2x4gb can I add the 2x4gb I already have in my pc now to this for 16gb ??
they are both different makes will this still recognise 16gb or should I buy the extra same make RAM ???

It will work, just don't try OCing the RAM.

Keep in mind the 1600MHz RAM will downclock to 1333MHz, I would not use the extra 8 GB since most games and aps will be better off with faster RAM instead of more than 8GB, but it depends on what you will be using the PC for.

Considering you will be gaming, stick to just 8GB 1600MHz RAM.

Change the mobo to Asus P8Z77-V. MSI are not known for great OCing capabilities anymore.(cheap VRMs)
Try and find a Corsair TX650 V2 instead of the CX, should be a similar price but the TX v2s are MUCH better.
Change the chassis to a Corsair 200R, much better but slightly more.
