I just bought the following:
Amd fx6300 cpu
msi 970a g46 mobo
hyperx savage 2x8gb 1866 ram
raidmax 530 psu
corsair neutron xt 250gb ssd
gtx 960 4gb ftw gpu
deepcool tesseract mid tower case
windows 7 professional to be upgraded to windows 10

I'm wondering what cpu cooler I will need to overclock my cpu to about 4.5 mhz and if these parts are all compatible and will work together. I am also looking for suggestions for further improvements on my budget build.

I am told that the Gigabyte SKT-AM3 78LMT-USB3 is as good as any sub $150 board for overclocking; dunno how true it is; others contend the fx990 chipset is slightly better for overclocking;

I chose sabertooth for this job; I have had zero percent problems with it. I'm now clocked at 4.9ghz ddr3 2400 after passing 4,9ghz ddr3 800 on a p95 torture stress test. The system hasn't locked up once; my main problem was heat dissipation. To that end I built my own water cooling loop that has got me beyond the 4.7ghz I could get to with the air coolers I had bought. A couple of maybes: If you get a super duper air cooler like the coolermaster v8 with 8 heatpipes...

Most of all the Raidmax power supplies are total garbage and not to be used since you said budget I figure you picked one of those. If this is the PSU you bought see if you can return it. http://www.newegg.com/Product/Product.aspx?Item=N82E16817152028
For Overclocking on that motherboard it's not really recommended with it's poor 4+1 power delivery. Since you picked a 95 Watt processor the 4.2 area might be doable but try to add as little volts as you can and DO NOT use the OC program that comes with the board.

I also bought better than 1866mhz memory; I got 2400 sticks and I can run the system at ddr3 2400mhz albeit with an increased thermal load. The point being that overclocking the cpu is stress enough for the system; the memory will never be overclocked no matter how hard I push the cpu. But I can play the games in my inventory on ultra or high settings and the system is stable and does not exceed tolerable thermals at 4.9ghz. I'm looking into more tweaks to get to 5ghz or more; I believe at this juncture the biggest problem to deal with is the heat.
