I have a old computer that had windows vista until the hard drive became completely unresponsive. To fix the problem i was thinking to get a new hard drive and purchasing a new windows 7 or 10 key and install it to the new hard drive. I don't need anything from the old hard drive, i this allow my computer to work again and be "new"? ( i'm not that well educated on computers)

Well, if we assume that all the other components are working just fine and if the HDD was indeed failing, then yeah, your system will run well.
You can consider getting an SSD as well. It would considerably decrease boot/loading times, compared to an HDD.
